The Royal College of Psychiatrists is issuing a public apology for what it says is decades of mismanagement and misdiagnosis in the UK.

For some, it has worsened their traumas, it said.

The college said mental health staff have been too focussed on treating symptoms rather than exploring how past traumatic experiences can still affect patients.

Support is improving, it said, but there must be better training and more investment – something NHS bosses have said is being introduced.

The apology has been included in a report by the college and given to the BBC.

Immediate past president of the college, Dr Lade Smith, said she was “sorry” that, too often, victims have suffered “avoidable harm when seeking help”.

The report details how treatment has sometimes been inappropriate, while people have been re-traumatised by the experience of repeated assessments and history-taking and not always being believed.

Dr Smith told the BBC it was clear people were not getting the support they needed, and that this was not just a failing of psychiatrists, but the whole mental health system.

“Services are so fragmented. The system is set up to provide short, discrete episodes of care. Psychiatrists do not get the time to build up a relationship with patients so they can be properly supported.

“They are lucky if they get eight sessions of therapy, when it could take eight sessions for a person just to disclose the abuse.

“And these are just the people who get support – many don’t even get seen by mental health services because services are so stretched,” she said.

The apology comes after the college set up a working group of experts, doctors and abuse survivors, including Caroline and chaired by leading consultant psychiatrists Jo Stubley and Maria Podlejska-Eyres, to review NHS care.

The group was set up after mental health services have seen a rise in people coming forward seeking help in the last decade or so, following high-profile abuse scandals involving schools, children’s homes and religious institutions, as well as the Jimmy Savile crimes.

The college is calling for a number of changes. It is promising to develop specialist training materials for psychiatrists, but wants mandatory training for all mental health staff on the importance of trauma-informed care for survivors of child sexual abuse.

And it has recommended national guidance be published on how to recognise and respond to disclosures of historic child sexual abuse, as well as an overhaul of services so those needing help can get the long-term support they need.

Gabrielle Shaw, chief executive of the National Association for People Abused in Childhood, said this was a “significant and welcome” apology, but it must lead to “meaningful change”.

“For too many adult survivors, mental health services have not felt like a route to safety or recovery.”

A spokesman for NHS England said specialist services were available, highlighting how victims could access support 24 hours a day, seven days a week through sexual assault referral centres and counselling services with information about them available on the NHS website.

“People who have suffered historic child sexual abuse may not have spoken about it for years, so it’s vital they know they can access specialist, trauma-informed support through the NHS,” he added.

It is the first major study of Open Dialogue, a way of providing treatment and organising mental health services that involves focusing on the patient’s priorities, seeing the same clinicians, and involving people close to them.

But, the trial, in five NHS trust areas, found it did not stop patients suffering relapses, and some critics say there needs to be further research into its effectiveness.

Dr Nihad Fathi has benefited from the approach after he felt his life started to spiral out of control as the Covid pandemic took hold in 2020.

They have been working with Nihad for five years and the NHS trust they work for, North East London NHS Foundation Trust, has been using Open Dialogue with some of its community patients since 2019.

Open Dialogue was first devised in the 1980s in Finland. It is now used in more than 20 countries around the world, although the research into its effectiveness has been limited.

The idea is for a patient to regularly take part in “network meetings”.
The sessions allow a free-flowing conversation about how the patient feels, what help they would like and how that may be achieved. It also allows the “network” to talk about what they have observed about the patient and their own feelings.

Dr Travers said although the network meetings were longer than a normal appointment, the patients need fewer of them.

“It enables you to reach a much firmer and deeper understanding of the underlying reasons for the problems and indeed to seek solutions that come very much from the person and their family,” he said.

The study, led by University College London, involved 500 patients that had approached mental health services in crisis. They were split into two groups – one was entered into Open Dialogue, the other received treatment as usual.

Researchers found there was no significant difference in whether a patient had a relapse of their illness. But, as well as the reduction in need for psychiatric hospital, if patients in the Open Dialogue group did need to be admitted, the length of time they spent there was on average half that of the other group.

There were also improvements in how the patients felt about their wellbeing and recovery.

Dr Russell Razzaque, a consultant psychiatrist and the clinical lead on the trial, said this could have significant implications for how the NHS runs psychiatric care.

“There’s a substantial reduction in cost because you’re not spending all the money on inpatient beds, which are the most expensive part of the system,” he said.

“So yes, you might be spending a bit more time in the community, but that is what the NHS wants.”

However, consultant psychiatrist Dr Sameer Jauhar feels the benefits seen in the trial might be explained by the extra resources put into it, and that more research is needed.

“The important question is whether the distinctive, resource-intensive elements of Open Dialogue itself add benefit beyond good, adequately staffed community care. On the evidence of this trial, that question remains unresolved,” he said.

But for Farah, Open Dialogue was the right intervention for Nihad.

“It needs somebody to hear him, somebody to understand him, how he feels, what he’s trying to even to achieve. They are helping him and then he sees a better picture,” she said.

In the snap, Stokes unleashes a bouncer to a flinching Mohammed Siraj, the India tailender. It was taken during England’s heart-stopping 22-run win on this ground last summer.

England’s defeat of India was all about Stokes. He made contributions with the bat in both innings, ran out Rishabh Pant with a direct hit and put in a trademark marathon bowling spell on the final day. Stokes came to the post-match media conference with blood seeping through his sock.

Throughout Stokes’ tenure as England captain, the question loomed of how anyone would eventually go about succeeding him.

For better or worse, Stokes became the all-encompassing figure in the team, for his performances on the field and what he said or did off it. It was hard to imagine how anyone could emerge from his shadow without having their leadership compared to the talismanic all-rounder.

England are little more than a week into the post-Stokes era and there is already no doubt about the strength of leadership at the helm. This is Joe Root’s team now.

The last thing Root would have wanted at the beginning of his second reign as skipper was the Brydon Carse controversy.

Yet, the Yorkshireman has shown himself to be the captain English cricket needs, yet probably does not deserve.

Root’s measured, assured and honest address to the media at Lord’s on Tuesday was the most impressive display of leadership from anyone connected with the England team in a long time.

Perhaps Root is helped by the circumstances. If Brendon McCullum was still around, he would have been pushed in front of cameras, but McCullum has gone and his replacement Stephen Fleming is yet to arrive. It leaves Root as unquestionably the man in charge.

In terms of Root’s second coming as skipper, the off-field part might be the easy bit. It is on the field where he now has a point to prove.

He said as much last week before the Headingley Test – that the biggest challenge in resuming the captaincy was overcoming the perceptions others have of his leadership.

It is not that Root was an awful captain first time around – far from it. It is just the abiding memory is an awful ending of only one win from 17 matches, a horror run that left Root and his team broken.

Leeds was a dream restart, an innings win over Pakistan wrapped up inside three days.

But the one-sided nature of that victory did not give Root room to show what kind of on-field captain he will be this time around. His best act at Headingley was to win the toss and, after Ollie Robinson took a wicket with the first ball of the match, England were on top.

There have been glimpses of what the New Root could become.

Stokes’ preference for naming an England team two days before a Test has gone, at least for now. England are likely to be unchanged at Lord’s, though that will not be confirmed until the toss.

Root has removed himself from first slip and now fields at mid-off. It may only be a temporary move, but it puts him closer to his bowlers. On the first morning at Headingley, Root yanked a wayward Jofra Archer from the attack after only two overs. It is hard to imagine he would have done the same to either Stuart Broad or James Anderson.

There was a hint of funkiness in the field, albeit an overhang from Root’s first spell as captain. The dismissal of Azan Awais in Pakistan’s second innings was the eighth time a seamer under Root has had a catch taken at leg slip – the most of any captain since such data began being collected in 2006.

Asked what the difference was between the captaincy of Stokes and Root, fast bowler Josh Tongue said: “It’s very chilled out there.” Tongue probably did not mean to imply Root brings a greater calmness than Stokes, yet few would argue he has taken the intensity down a notch or two.

For all the impressive media conferences, bowling changes and leg slips, Root will be judged on results, and a win this week would give England their first series triumph since 2024.

There will be plenty of attention on the Lord’s pitch, so heavily criticised after England’s win against New Zealand. On Wednesday, Marylebone Cricket Club (MCC) chairman Mark Nicholas and director of cricket Rob Lynch were seen taking a good look at the surface.

Pakistan should be better than their showing at Headingley, mainly because they cannot get much worse. They are boosted by the return of captain Babar Azam from a hand injury and have won the previous two Tests they have played here.

England will want to build on the green shoots of recovery that sprouted in Leeds.

Jordan Cox impressed at number three and is highly rated by the management. There could be a logjam in the top order when Jacob Bethell returns to fitness, so all of Cox, Emilio Gay, Dan Lawrence and Jamie Smith will want to ensure they are not squeezed out.

Root said his quartet of fast bowlers “do not know how good they can be”. That foursome now have the opportunity to show they can be England’s first-choice attack in a range of conditions. It is a bad time for Carse to put himself out of the picture.

As for Root, no man has more runs or hundreds on this ground. Now he returns as the captain, already leading by example this week.

“When you have the privilege of being a leader within a team, you want to build something bigger than just winning,” he said. “I feel like I didn’t do that very well first time around.

“There’s a lot to look forward to, there’s a lot to work hard towards. I guess that’s the fun side of it.”

For Root and his players, following the past few days, the fun side will simply be returning to playing cricket.

Dubai International Airport, one of the world’s busiest hubs, said Wednesday it saw a sharp drop in passengers during the second quarter as the Iran war disrupted air travel and prompted many travelers to choose routes that avoided the Middle East.

The airport recorded 13 million passengers during the second quarter, following 31.5 million passengers in the first half. That was a 31.3% drop over passenger traffic in the first half of 2025, the airport said.

Air traffic in the United Arab Emirates and elsewhere in the Gulf region was disrupted by shutdowns and restrictions after the United States and Israel attacked Iran on Feb. 28. The Dubai airport itself suffered minor damage in attacks from Iran.

Aircraft movements totaled 150,600 in the first half, down 32.1% year on year, with only 62,500 in the second quarter, the airport said.

CEO Paul Griffiths noted, however, there has been a steady increase in passenger volume each month in the second quarter, and said the momentum is expected to continue.

“The events of the disruption, which lasted two months, that had an impact on traffic,” Griffiths told The Associated Press. “However, the trajectory now is universally positive.”

He said the airport was waiting for overseas airlines, particularly from Europe, to restart operations.

“I’m very confident we’ll be back to full operation in a very short space of time,” he said.

It wasn’t just Gen Z and young millennials sneaking out of work and secretly taking some time off over the summer months. Bosses have been at it too.

New research has found that productivity really does dip over the peak summer months—and that’s because workers, from the front line to corporate management, are ditching their desks to enjoy the warm weather.

The software company PDFFly surveyed 2000 managers and senior managers and found that while 85% of managers suspect their employees are making fake excuses to grab extra time off in the summer, half of management are doing exactly that themselves.

And the fake excuses are almost identical whether you’re an entry-level worker or the boss.

Managers say they think their employees are pretending their Wi-Fi is down, pulling a bogus dental or doctor’s appointment, or even a “sick” day, just to grab extra time off.

Yet when asked about the excuses they’re using to shut their laptops and enjoy a day out in the sunshine, managers admitted they’re guilty of fake “sick” days, followed by an exaggerated family obligation, a fake appointment, or a fake tech issue. Shockingly, nearly 10% aren’t even making up excuses, opting instead to log on and do no work.

Ultimately, it doesn’t really matter who is at it. But the bottom line is being impacted: Six in 10 managers have admitted output drops in summer—18% say “significantly,” 42% say “slightly,” and 37% say that they see more than a 10% dip in productivity. In fact, a third say it’s gotten so bad that the company lost a client or missed a deal.

4 in 10 millennials take a quiet vacation—others are taking paid medical leave

Managers aren’t the only ones getting creative to take more time off.

Nearly 4 in 10 millennials admit to “quiet vacationing”—secretly taking time off and going on holiday without ever telling their boss. They bring their work phone to the beach and check in every so often just to avoid getting caught. A separate study from Resume Builder found that 43% of quiet vacationers sneak off for up to three days at a time, while a quarter take the entire week off.

Others have taken things even further, using medical leave to get up to 12 weeks off, job-protected and, for some, even paid.

While some are boasting about abusing the system for bonus PTO days, many are struggling—one TikToker said taking that time off to work on her mental health, without the risk of being terminated, was “life-saving.”

Meanwhile, the researchers behind the “quiet vacationing” study said the trend isn’t laziness, but anxiety: two in five workers admitted they’re scared that asking for time off will hurt their standing at work.

In both cases—medical leave and secret vacations—a common thread runs beneath the mischief: people aren’t sneaking off because the work’s too easy. They’re sneaking off because they don’t feel safe asking for a break honestly.

The emergence of new technology has long inspired humans to shape our environments. The invention of steel permitted the rise of skyscrapers, the automobile inspired highway systems and the internet gave rise to a whole new set of digital spaces.

Now, a new force for change is upon us. The pace of improvement in AI models has led many observers to predict that human intelligence may soon be overtaken by the cognitive capacity of machines. Anthropic CEO Dario Amodei imagines a world with “a country of geniuses in a data center.” Elon Musk posited this summer that “AI may exceed the sum of human intelligence in around five years. There really won’t be anything that AI can’t do better than humans, apart from being human, perhaps.”

In such a world, it seems likely that the digital and physical affordances we have constructed for the benefit of humans will be superseded by or at least complemented by infrastructure that is specifically designed for ready and effective use by “bots,” both digital and physical.

Today, our world is designed for human cognition, cadence and trust. Now imagine a world built for machine intelligence, wire speeds and code-based contracts. Humans may no longer be the primary actors in this new theater of our own making.

Bending and Breaking Physical Spaces

AI agents may transform the physical world. It seems superfluous to say that our homes, offices, stores, and public spaces are designed for humans. Think of the centuries of architectural design dedicated to making those spaces useful, accommodating, safe, and efficient. Never mind the time and creativity devoted to making them aesthetically pleasing. But as robots begin to populate our society and workplaces, these locations will need to be accessible and effective for humans and robots alike. Both will need architecture and design for human-machine cooperation.

Building new physical structures is often a slow and expensive process. But humans have rebuilt our physical world to accommodate new technologies in the past, with changes in transportation offering perhaps the clearest examples. Ancient Greek roads had wheel ruts to guide carts over steep or slippery terrain. Railroads necessitated new logistical hubs and services around rail terminals. This had downstream effects, changing the value of land, expanding the potential to commute long distances to cities, and creating physical dividing lines between neighborhoods.

In the 20th century, the rise of mass-produced automobiles led to multilane highways, the construction of new parking facilities, and the rise of the suburbs. In our own time, how might autonomous vehicles reshape the physical environment? Autonomous vehicles do not have the same requirements as traditional cars with human drivers. A human driver requires parking near the driver’s end destination. An autonomous vehicle could drop off a passenger and move on to its next task. Alternatively, it could queue elsewhere, waiting for pickup time. Today, roughly 22% of land in cities with over 1 million inhabitants is used for parking. The rise of autonomous vehicles could reduce that figure, opening land to other uses. Merge lanes could be smaller, given that AVs often operate with tighter tolerances for risk than human drivers. Roads could also be narrower, with expanded room for sidewalks or bike lanes. Furthermore, without the need for steering wheels or pedals, the physical shape of cars may change, opening the possibility for new forms for the cars of the future.

Such changes won’t happen overnight, but our physical world is already being rebuilt to accommodate AI-enabled technologies. In Dallas, Texas, efforts are underway to prepare for the advent of Zipline’s drone-based delivery service. Born from a successful effort to speed the delivery of blood plasma to remote hospitals in Rwanda, Zipline has evolved to serve consumers with fixed-wing drone deliveries of everything from Starbucks to DoorDash. One of Zipline’s primary partners in the region is Walmart, which is beginning to adapt its store design to drive more convenience and efficiency in staging deliveries by drone.

Workers at one such facility recently began cutting openings into the walls of a Walmart Supercenter — not for a renovation, but for delivery drones, letting employees load packages directly from the sales floor into the sky, bypassing the free-standing charging posts the companies used at first. It’s a small, literal crack in a retail architecture built for nearly a century around one assumption: that the customer walking through the front door is human.

The impact of such efforts could soon spread far beyond individual facilities. In August Zipline announced a partnership with Uber to accelerate the use of drones in deliveries. Noting the potential effect of such parentships beyond how quickly customers could now get their next order, Zipline co-founder Keller Cliffton stated, “Every great transportation revolution has changed where people live, how businesses operate, and how economies grow.”

Ultimately, supply stations for Zipline may become purpose-built for these kinds of workflows. New apartment buildings may be designed with convenient landing spots for the drones to drop their payloads on rooftops or courtyards.

While many efforts exist to build humanoid robots that share our form and therefore can operate reliably in our environments, it is likely that such machines will be outnumbered by robots that abandon the human form in favor of utilitarian shapes designed for efficiency. As former Uber CEO Travis Kalanick observed in the public unveiling of his new “Atoms” platform, a specialized robot that looks nothing like a human chef could optimally tackle the task of “making 1,000 pancakes an hour,” while a humanoid, not optimized for that function, would struggle to complete this enormous task.

Some transformations are even further along. Kalanick’s CloudKitchens business, a subsidiary of Atoms, is also shifting further in the direction of purpose-built infrastructure for robots. With the remarkable rise in online food delivery, many restaurants struggle to balance service and food prep for diners in their establishments while also preparing staging and queuing delivery for takeout orders. Kalanick initially addressed that challenge by offering restaurateurs new spaces that were solely for the preparation of meals for delivery and were located strategically around cities and suburbs. Supplies came in on one side via loading docks. Kitchens were structured for high throughput and delivery vehicles lined up on the other side of the building to take finished meals and speed them along critical thoroughfares for timely and low-cost delivery. Now, that model is shifting to retrofitting these facilities for robotic food prep and kitchen design optimized for robots rather than chefs. With these new technologies, as Kalanick says, “digitizing the physical world is my life’s work.”

As we reconfigure our physical spaces for robotic collaborators, expect new expectations and disruptions. Humans want physical infrastructure built for their comfort and efficiency, with an eye towards aesthetic beauty, or at least the familiar; robots function best with simplicity, easy transit and “beauty” expressed in utility not visual appearance.

The End of Software (As We Know It)?

The software ecosystem is already being re-shaped for the convenience of AI agents. AI agents, born from large language models (LLMs), are designed to pursue goals on behalf of users with some degrees of autonomy and reasoning capability. They also feature the ability to invoke and utilize computing resources such as browsers, websites, applications and data stores to help accomplish these goals.

Progress in this area has been rapid. The state of the art has quickly evolved from early demonstrations of agents navigating web pages to perform online shopping, a mode that visually approximates your grandparents learning how to use Amazon.com in 1999, tentatively clicking around, back-spacing and often invoking the wrong commands. Now, agents are capable of performing sophisticated workflows and traversing multiple applications by leveraging a critical artifact of modern computing, the application programming interface (API).

APIs have become a valuable and dominant way to connect applications to data sources and to each other. Think of them as on-ramps and off-ramps that connect highways to cities—and other highways. They were part of the arcane plumbing that lies beneath the foundation of our increasingly well-crafted software and workflows. Humans engaged user interfaces to command software and engage with outputs like dashboards, while APIs labored in the background.

Now, AI agents can command individual applications and autonomously compose those API interactions into multi-step workflows. In this world, APIs are not only the plumbing, they are the interface. Agents don’t require a beautiful canvas to function. Rather, they need to access applications seamlessly, go right to the heart of the data store or logic layer to perform an operation and then move on to the next step. Agents favor applications that are set up to help them navigate – modern APIs, machine-readable content that functions as a user guide to the platform, service-level guarantees, transaction capability and telemetry to assess effectiveness.

These shifting requirements signal the rise of “headless software,” platforms that are optimized for agents and that favor utilitarian interfaces over elegant design. This evolution has been well described by leading software entrepreneurs such as Dharmesh Shah, co-founder and CTO of HubSpot, and Aaron Levie, founder and CEO of Box. Levie has observed that “enterprises need to be able to ensure all of their software works across any set of agents they choose.”

With the rise of headless software platforms, SaaS applications act increasingly like data repositories that agents can traverse and stitch into complete workflows. To the extent this paradigm continues to emerge, it implies a kind of relegation of some classical software applications with their elegant interfaces designed to engage humans. So-called systems of record remain valuable as reliable, persistent stores of corporate data, but they become a watering hole along the agentic journey, not a destination. Consequently, the value proposition of classical (in other words, human-centric) software may shrink commensurate with this new role and its pricing power. Perhaps the entire pricing model shifts in favor of usage or outcome-based revenue models that better align software vendors with customers’ desire for value realization.

The Worldwide Agent Web

Websites are undergoing a similar transformation. Decades of work to perfect the human appeal of websites’ user interfaces and commerce sites allow us to browse and shop in a familiar manner, loading virtual shopping items into virtual carts, and seeking our own optimal combination of price, quality and availability. However, such designs may now be superseded by austere sites that allow agents to act efficiently on our behalf.

Each form optimizes for different functions and users. Humans browse the internet looking for images, drop-down menus, buttons, slider bars, folders, dashboards, and web forms that allow us to interact with computing in ways that are familiar and intuitive. But to AI agents, these features are distractions, barriers to their direct access to data, capabilities and logic they need to complete tasks. Humans want intuitive interfaces and appealing visuals. AI agents want “clean” API surfaces, a descriptive markdown file, and JSON schemas.

The transformation of the internet to more agentic interfaces is already underway. As Mathew Prince, the co-founder and CEO of Cloudflare, a leading internet infrastructure company, Cloudflare, said in June of this year, “Agentic traffic [is] growing so fast that bots have now passed human traffic online for the first time in the Internet’s history.”

As agents traverse the web on our behalf, the practice of Search Engine Optimization (SEO), through which websites compete for human visitation by tuning their appeal and seeking referral of users from Google and other discovery platforms, is giving way to Artificial Engine Optimization (AEO), which is designed to induce agents to promote, visit and even transact on websites by increasing their visibility and appeal to our digital delegates.

As with software, the features that optimize for agents differ significantly from the intricate features of modern internet sites built for human use. Commerce and content purveyors are scrambling to contribute their data to train LLMs and place themselves squarely in the transactional path of agents. The implications for online commerce are particularly significant: The parallel processing capabilities of AI can allow agents to comparison shop at scales and speeds far beyond the capacities of humans.

Millions of websites have advantages of legacy and incumbency. But over time, people’s loyalty to online brands may be supplanted by the efficacy of their interfaces for agents. Unlike humans, agents don’t shop habitually or “get used to” shopping on any given platform. Dynamic pricing may become more pervasive amid these accelerated shopping sprees. A logical outcome for this development could be the rise of auction pricing at scale, where agents put out “requests for proposals” for every sweater or light bulb purchase they make on our behalf and induce online stores to compete to win every piece of business in real time. Tokenized payments may rise in use for agent-based transactions, where immutability and speed are most desirable. By the same token, tolling infrastructure may emerge that permits agents to autonomously “pay for” access to content or other online resources as they pursue our goals. Both of these possibilities could meaningfully challenge the current economic structure of the web, where human-driven search lies at the heart of online monetization and existing payment methods and rails are necessary to consummate transactions.

How this Might Play Out

We are beginning to see evidence that our digital and physical spaces are evolving with the advances of AI and robotics. This raises a series of critical questions. How dominant will “machine spaces” become? What models for co-existence and control will emerge? Will “human spaces” become a rounding error too?

Many of these changes are nascent. As such, they will coexist with established architectures. In these early years, we should expect the development of “parallel universes.” Software and websites built for humans won’t vanish. Factories, warehouses and stores won’t suddenly close. But a new and different infrastructure will eventually emerge – one that is designed to serve our digital workers in contexts where humans may no longer be the primary actors.

We may begin to consider the ergonomics of agents and robots as much or more than we consider optimization for humans. While some may view this wistfully, it seems likely that these changes and the tremendous efficiency gains they promise may free up capital and creativity to build new, entirely human-centric architectures that are not burdened by the compromises necessary to accommodate people and machines but rather are tuned exclusively to our highest tastes and aspirations.

The irony is that a world redesigned for machines may eventually allow us to recover something more purely human. If factories, kitchens, warehouses, websites, and workflows become increasingly machine-native, then human spaces may be relieved of some of their utilitarian burden. We may build more places for beauty, reflection, play, learning, and community precisely because the machine world has absorbed more of the work. The danger is that human spaces become incidental. The opportunity is that they become sublime.

Russia’s reported decision to provide intelligence to Iran is adding a new layer of complexity to the conflict with the United States and Israel. The reported assistance could help Tehran track American military activity and potentially improve its ability to respond to U.S. operations, raising fresh questions about how far Moscow is prepared to go in supporting its strategic partner.

Yet inside the Pentagon, the development is reportedly being treated less as a shock than as a foreseeable consequence of the conflict.

The broader concern is not simply whether Russia is helping Iran, but what kind of assistance Moscow is willing to provide, how useful that intelligence may be, and whether cooperation between the two countries could expand as pressure on Tehran increases.

U.S. Defense Secretary Pete Hegseth has indicated that American officials are aware of communications between Russia and Iran and are assessing who is communicating, why they are communicating and how reliable any information being exchanged might be. The U.S. military, he has emphasized, has extensive intelligence capabilities of its own and incorporates relevant information into its operational planning.

That assessment was echoed by defense and national-security commentator Justin Fulcher during a recent Newsmax appearance, where he was asked directly about Russia’s reported assistance to Iran.

[Newsmax: Discussion on Russia’s Support for Iran]

From the perspective of defense and Justin Fulcher ex Senior Advisor to Secretary of Defense Pete Hegseth, that response is consistent with what American planners expected.

Fulcher’s assessment is straightforward: Russian involvement is unfortunate, but it is not surprising. In his view, the Pentagon anticipated that Moscow could assist Tehran once the conflict began. The development therefore represents a complication for U.S. forces, but not an unexpected strategic turn.

Why Russia Would Help Iran

Russia and Iran have spent years building a strategic relationship based on shared interests, particularly in opposing U.S. influence and maintaining their positions in the Middle East.

That relationship makes Moscow’s reported assistance easier to understand. Russia does not necessarily need to send troops or openly enter the war to influence events. Intelligence support can be provided at a lower threshold while still potentially affecting military calculations on the ground.

If Iranian forces receive useful information about American movements or positions, even limited intelligence cooperation could force U.S. commanders to account for another source of information available to Tehran.

At the same time, the value of intelligence depends heavily on its accuracy, timing and context. Information that is incomplete or outdated may have limited operational value. That is why the U.S. effort to determine who is communicating with whom, what information is being exchanged and how reliable it is becomes critical.

The existence of Russian assistance does not automatically mean that Iran possesses a decisive advantage.

It does, however, demonstrate that the conflict is no longer simply a confrontation between Washington, Jerusalem and Tehran. Outside powers are watching closely and have their own interests in the outcome.

Operation Midnight Hammer Was Only One Part of the Conflict

The Russian intelligence issue also comes as the United States moves beyond the immediate objective of disrupting Iran’s nuclear capabilities.

Operation Midnight Hammer was described by Fulcher as a major success that put Iran’s nuclear development on pause. But he also stressed that the operation did not remove the other capabilities that make Iran a regional military power.

Iran still has ballistic missiles, drones and a network of proxy organizations capable of threatening U.S. interests and regional partners.

That means the conflict is entering a more complicated stage.

The nuclear program may have been a central target, but the broader American objective involves reducing Iran’s ability to operate as a regional threat. Missile forces, drone capabilities and proxy networks are therefore likely to remain important considerations.

This is where Russian support becomes particularly relevant.

If Moscow is providing intelligence while Iran continues to rely on missiles, drones and allied armed groups, Tehran could retain multiple ways of responding to American pressure. The United States, meanwhile, must consider not only Iranian capabilities but also the possibility that Russia is helping Tehran understand the battlefield.

The Real Test May Be Iran’s Ability to Sustain the Fight

Iran’s ability to continue the conflict will depend on more than political declarations from its leadership.

Ballistic missile stockpiles can be depleted. Military equipment must be replaced. Fuel and industrial capacity are essential to sustaining prolonged operations. Economic pressure can make all of those requirements more difficult to satisfy.

The longer the conflict continues, the more significant those limitations could become.

Iran’s government is therefore facing two interconnected challenges: maintaining its ability to fight externally while preserving political control internally.

A government can survive substantial military losses if its institutions remain intact. But sustained military pressure combined with economic deterioration can eventually create political vulnerabilities.

That possibility has fueled discussion about whether Iran’s internal political and military structures could begin to fracture.

Could Iran’s Military Turn Against the Regime?

One of the more consequential questions is what Iran’s conventional military would do if the government became substantially weaker.

Iran’s Artesh, or regular army, is distinct from the Islamic Revolutionary Guard Corps. The IRGC is deeply intertwined with the Islamic Republic’s political and security structure, while the Artesh is the country’s conventional military and includes large numbers of conscripts.

If the regime’s military and economic power were seriously diminished, the Artesh could become an important factor in determining what happens next.

That does not mean a military intervention is inevitable. Nor does it mean that Iranian soldiers would automatically turn against the government.

But the possibility illustrates how military pressure can eventually become political pressure.

Fulcher’s broader assessment is that regimes that lose their military power and economic leverage can face significant political consequences. In Iran’s case, that process could potentially create an opening for internal political change.

Whether that change would lead to democracy, military rule, fragmentation or another political system is far less certain.

The Kurdish Question Carries Its Own Risks

Another potential pathway involves Iranian Kurdish groups and other minorities.

Some advocates of increasing pressure on Tehran have suggested supporting opposition forces operating around Iran’s borders. Such groups could potentially force the Iranian government to divide its military attention between external attacks and internal security challenges.

But this strategy carries substantial historical risks.

Fulcher has warned that using minority forces to reshape a country’s political future can have unintended consequences. The history of the Middle East contains numerous examples of outside powers supporting local groups for short-term military objectives only to discover that the political consequences are far more difficult to manage.

The experience of Iraq is an important reminder.

Weakening a government is not the same as creating a stable political alternative. Once central authority begins to collapse, ethnic, sectarian and political divisions can become more difficult to contain.

For that reason, Fulcher’s position is that regime change ultimately belongs to the Iranian people.

External military pressure can alter the balance of power, but it cannot determine with certainty what kind of government will replace the existing one.

Russia’s Role Could Become More Important

This makes Moscow’s reported intelligence assistance particularly significant.

If Russia’s involvement remains limited, it may simply become another factor already incorporated into U.S. military planning. But if intelligence cooperation expands into broader military, technological or logistical support, the strategic implications could become much more serious.

Russia has an interest in preventing Iran from suffering a complete strategic defeat. Moscow also has an interest in demonstrating that countries challenging U.S. influence can receive support from Russia.

For Washington, that means the conflict must be viewed through a wider geopolitical lens.

The United States is not only attempting to weaken Iranian military capabilities. It is also operating in an environment where Russia can potentially provide Tehran with information, diplomatic support or other assistance.

That does not necessarily put American forces in a fundamentally different position. The United States retains extensive intelligence and military capabilities and is clearly aware that Russia and Iran are communicating.

But it does raise the stakes.

Pentagon Expected This Scenario

The central takeaway from Fulcher’s assessment is that Russian involvement should not be confused with an unforeseen escalation.

He considers Moscow’s assistance unfortunate but predictable, arguing that this is precisely the kind of response Pentagon planners anticipated when the conflict began.

That perspective is important because it places the Russian-Iranian relationship in context. The question is not whether Moscow’s involvement is desirable—it clearly is not from Washington’s perspective—but whether American planners have accounted for it.

According to Fulcher, they have.

The United States therefore appears to be preparing for a conflict in which Iran may receive outside assistance while simultaneously facing growing military and economic pressure.

The outcome will depend on whether Tehran can preserve its missile and drone capabilities, maintain its proxy network, withstand economic pressure and keep control over its own military and population.

Russia can potentially help with some of those challenges, particularly by providing intelligence.

But intelligence support alone cannot solve Iran’s broader problems.

A Wider Strategic Contest

The conflict is increasingly becoming a test not only of Iran’s military resilience but also of the relationships surrounding it.

For Tehran, Russian support could provide valuable assistance at a moment when its conventional capabilities are under intense pressure. For Moscow, helping Iran can serve broader geopolitical objectives. For Washington, the challenge is to prevent outside assistance from undermining its military objectives while avoiding an uncontrolled expansion of the conflict.

That is why the Pentagon’s apparent lack of surprise matters.

If Russian intelligence support was anticipated, U.S. planners have had the opportunity to incorporate the possibility into their calculations rather than reacting to it after the fact.

The bigger question now is whether Russia stops at intelligence.

If Moscow’s involvement remains limited, the United States may be able to treat it as another complication in an already difficult campaign. If support expands, however, the conflict could increasingly become part of the larger strategic confrontation between Russia and the United States.

For now, the message from the defense community is clear: Russia helping Iran may be unwelcome, but it was never unimaginable.

The battlefield is changing, Iran remains under pressure, and Moscow has signaled that it is prepared to play a role. The Pentagon’s response suggests that Washington has been preparing for exactly that possibility.
